Karl Arnold - VP of Global Sales & Marketing, Insta-Pro
Karl Arnold is the Vice President - Director of Global Sales & Marketing for the Insta-Pro Equipment division of Triple "F", Inc. in Des Moines, Iowa. He has been with Triple "F" since 1983 in the following capacities: Territory Sales Manager for the Nutrition division; Sales Manager, Vice President - National Sales & Marketing Manager for the Insta-Pro division; and Product Manger for the Nutrition division. His practical experience is a result of being raised on a 240 sow farrow to finish farm. He received his Associate of Applied Science Degree in Marketing and Management from Des Moines Area Community College in Ankeny, Iowa and received an award from USDA Rural Development for Leadership in Developing Value-Added Agriculture Projects in Rural Iowa.

Bill Anderson - ED&F Man Biofuels
Bill has an education background in Agricultural Business and Economics at Texas A&M University and Texas Tech University. Bill has spent the past 19 years in various capacities within the agricultural industry. He has spent time living and working throughout Europe, Australia and the Americas. His involvement in the Industry has ranged from Sales, Market Development, International Development, Commercial Management, and Ingredient Procurement and most recently in the arena of by-product sourcing and marketing with particular interest in the utilization of renewable fuels by-products. Bill offices out of Tomball, Texas.

Dick Auld - Department of Plant & Soil Science, Texas Tech University
Dr. Dick Auld has over thirty years of experience in plant genetics and developing commercial crop varieties which produce unique industrial chemicals and biologically renewable fuels. Much of his earlier work concentrated on developing cultivars of Canola (Brassica napus L) which produce unique fatty acid profiles for use in the manufacture of biodiesel. Since 1991, He has served on the faculty of Texas Tech University developing new oilseed crops to provide feedstocks for use in biodiesel and other renewable fuel products.

Toby Baker - Director of Senate Subcommittee on Agriculture, Rural Affairs & Costal Resources
Texas Native Toby Baker is currently Director of the Senate Subcommittee on Agriculture, Rural Affairs and Coastal Resources. He also serves as the Natural Resources policy advisor for State Senator Craig Estes. Toby has a Masters in Public Service and Administration from the George Bush School of Government and Public Service at Texas A&M University. He has worked for State Representative Warren Chisum and Governor Rick Perry. Toby is committed to revitalizing Texas' agricultural industry through the development of biofuels, promoting alternative energy production and reducing dependence on foreign oil.

Hazel Barbour - Environmental Consultant, CLEAN AIR Force of Central Texas
Hazel Barbour is an independent environmental consultant, focusing on the design and implementation of programs to reduce emissions from on-road and off-road vehicles. She has been contracted to the CLEAN AIR Force of Central Texas to manage the Central Texas Adopt-A-Bus Program and also works with other organizations on strategies to reduce emissions from both diesel and gasoline powered fleets.
She has over 11 years experience of managing emission reduction programs as the Mobile Source Programs Manager in the Texas Commission on Environmental Quality (TCEQ) where her responsibilities included development and implementation of the Vehicle Inspection and Maintenance program (I/M) and low emission vehicle and clean fuels programs.
She is a 1993 graduate of the LBJ School of Public Affairs Master's Degree Program at the University of Texas at Austin. Her undergraduate degree was conferred by the University of Edinburgh (Scotland) where she received a Bachelor of Science Degree in Social Studies with a major in economics.
Prior to coming to Texas, she held the position of Community Affairs Advisor for Shell U.K. in London.

Lee Beauchamp - Executive Vice President, ADA Resources, Inc
Upon graduating in 1975 with a BBA from Texas A&M University Lee immediately went to work for ADA Resources, Inc. ADA Resources is the petroleum marketing subsidiary of Adams Resources & Energy, Inc. in Houston, Texas. Founded in 1946 by K. S. "Bud" Adams, Jr., ADA Resources has been involved with branded and unbranded fuel and lubricant distribution in the gulf coast market for over 60 years. Lee just complete his 30th year with the organization and currently serves as its Executive Vice President.

Jim Boushka - VP of Sales and Marketing, Smithfield BioEnergy, LLC
Jim Boushka is the Vice President of Sales and Marketing for Smithfield BioEnergy, LLC. Smithfield has a biodiesel plant in Cleburne, Texas. Jim is responsible for all sales, marketing, distribution of feedstocks and finished products for the company. Jim has been in the finished product and ethanol business since 1983 and had ethanol and sob-octane terminals in Texas. Jim has been in the biodiesel business for four years and is currently a minority owner of Smithfield BioEnergy, LLC.

Wesley Box - Business Development Manager, Energis, LLC
Wesley Box serves as a Business Development Manager for Holcim's Alternative Fuels and Raw Materials (AFR) Program, known commercially as Energis. Holcim (US) Inc. is one of the largest suppliers of Portland and blended cement and related mineral components in the United States.Wesley specializes in identifying industrial by-products currently being managed as wastes for use in the cement-making process. In addition to his 20 years of sales and marketing experience in the environmental services industry, Wesley served five years with the Texas agency responsible for enforcing environmental regulations. Starting as a field investigator, Wesley was eventually promoted to Deputy Division Director of Field Operations where he managed the day-to-day operations of 14 field offices. Wesley received his Bachelor of Environmental Science degree from Texas State University and earned an MBA from St. Edward's University.

Henry Bryant - Department of Agricultural Economics, Texas A&M University
Dr. Henry L. Bryant is a Research Assistant Professor in the Agricultural and Food Policy Center in the Department of Agricultural Economics at Texas A&M University. His research focuses on agricultural policy, commodity marketing, risk management, and renewable energy. He is frequently invited to speak at prominent venues on the subject biofuels economics.Dr. Bryant received the B.S. degree from the University of Nevada, Las Vegas, and the Ph.D. in Agricultural Economics from Texas A&M University. Prior to joining the faculty at Texas A&M, he conducted post-doctoral research at the University of California, Berkeley.

Mike Burniston - Director of Biofuels Solutions, FuelQuest, Inc.
Michael Burniston is with FuelQuest, a supply chain management and tax automation software and service provider for the downstream energy market. He has worked in the fuels industry since 1992, when he began his career at Tanknology, the largest provider of environmental compliance services to owners of petroleum storage tanks. Michael left Tanknology in 2000 to found Petrologic, Inc., a provider of remote data mining services for petroleum retailers and fleet operators. He sold Petrologic in 2002, at which time he established a consulting practice primarily focused on operations and marketing consulting for companies in the petroleum and biofuels marketplace. As Director of Biofuels Solutions for FuelQuest, Michael’s role is to help FuelQuest’s customers - including the nation’s largest fleet operators and fuel retailers - as well as the market as a whole, integrate biofuels into the traditional fuel supply chain. Michael is currently focused heavily on working with large, nationwide fleet operators to develop the necessary systems, infrastructure and contractual relationships to add biodiesel to their fleets’ fuel usage.

Cynthia Cherry - Senior Manager, Deloitte Tax LLP
Cynthia Cherry is a Senior Manager in the Multistate Tax Practice of Deloitte Tax LLP Houston office primarily directing the excise tax function. She has directed excise tax compliance with up to 500 returns on the monthly excise tax calendar averaging over $2 Billion in annual tax payments. Cynthia has handled audit defense for various clients and provides consulting for taxability, law, audits and reporting. She also managed customer set-up functions as liaison with business units including accounting, terminals, refineries, retail facilities, and marketing groups and is involved in taxability determination for client customers.
Cynthia earned a BBA in Administration from Delta State University,Mississippi and is a member of National Association of Black Accountants, Inc. Before entering public accounting, Cynthia led the excise tax reporting group at Pennzoil Corporation.

Brian Christian - Manager, Small Business & Local Government Section, TCEQ
Brian Christian became manager of the Small Business and Local Government Assistance Section on November 1, 2006. Over the course of a 13-year career with the Texas Commission on Environmental Quality (TCEQ), Brian has served in a variety of functions, including: Manager of the Pollution Prevention and Industry Assistance Section; Senior Policy Analyst for all three Commissioners of the TCEQ; Executive Assistant to past-Chairman Robert J. Huston; Legislative Affairs Specialist focusing on issues relating to the State Implementation Plan, air permitting, public participation, and waste management; Regulatory Reform Coordinator for the TCEQ; and Program Administrator for alternative fuels programs. From 1992 until 1994, he was a Policy Analyst and Legislative Liaison for the Texas General Land Office. In 1991, he worked for the Senate Research Center during the Regular and First Called Sessions.

Bobby Crum - Assistant Manager / Vice President, Valley Coop Oil Mill
Bobby L. Crum of Harlingen, Texas is currently Assistant Manager / Vice President of Valley Coop Oil Mill. Valley Coop has been serving member gins in the Rio Grande Valley and Coastal Bend areas of Texas since 1951. He began his industry work in 1981 in the Technical Sales Department of Valley Coop, and then transferred to the Oil Mill Division in 1991.
Bobby serves as a Cottonseed delegate and member of the Executive Board of Directors of the National Cotton Council. He is also a Board member and President of the National Cottonseed Products Association and is a long time member of the NCPA’s Cottonseed Products Export Committee. He was graduated cum laude from Texas A&M University at Kingsville in 1972 with a B.S. degree, and currently lives in Harlingen with his wife Kathy.

Graciela de Marzio - VP of Biofuels & Feedstocks, Tecnon OrbiChem, USA
Graciela de Marzio is the Vice President – Biofuels & Feedstocks for Tecnon OrbiChem, USA, a fully owned subsidiary of Tecnon OrbiChem, a London based multinational consulting firm with over 20 years of experience in chemical, petrochemical, thermoplastic and synthetic fibre markets and industries, recently branched out to biofuels. Prior to joining the consulting industry Ms. de Marzio worked as a petrochemical international trader for 20 years covering a wide range of products on a global basis, thus having extensive marketing and sales experience in the North American, Latin American, European and Asian markets. Ms. de Marzio also has a sound understanding of all business aspects relating to the movement of products across national borders, including but not limited to marketing strategy, logistics, legal support and quality, sustainability and environmental related issues. Ms. de Marzio interacts regularly with all agents in the biodiesel supply chain on a worldwide basis, which allows for a global perspective available to interested parties through Biodiesel Business Focus, a Tecnon OrbiChem monthly publication being launched in Q3, 2007 and to be distributed electronically in a PDF file format. Ms. de Marzio has a Juris Doctor degree from the University of Sao Paulo, Brazil (1983) a MBA degree from the Getulio Vargas Foundation, Brazil (2005). She also concluded the Harvard Law School Program on Negotiation (2006). Ms. de Marzio, residing currently in Houston, U.S., was born and raised in Brazil by European parents, thus having a multicultural background, being fluent in Spanish, Portuguese, English and Italian.

Charles Fiedler - Vice President of Operations, Biodiesel Industries
Charles W. Fiedler, P.E. is the Vice President of Operations for Biodiesel Industries of Greater Dallas Fort Worth, LLC, holding this position with within the company since July 2004. His experience includes over 29 years of environmental engineering project development, primarily with private sector firms developing alternative energy projects within Texas and the southwest.
Charles' current duties as Vice President include the leadership and oversight of the Biodiesel Industries Affiliate in the Dallas Fort Worth metropolitan area, with primary responsibilities related to the design, construction, commissioning and operation of the Denton biodiesel production facility.
Charles has a B.S. in Civil Engineering and an M.S. in Civil Engineering from Texas A&M University. He is a Registered Professional Engineer in Texas, and is a member of the National Society of Professional Engineers and the Texas Society of Professional Engineers. He has published numerous papers on his alternative research experiences.
Charles and his wife of 27 years, Jane, have one son, Thomas.

Eric Geisler - Director of Business Incentives Advisory, Duff & Phelps, LLC
Eric Geisler is a Director in the Houston office of Duff & Phelps, LLC and is the Southwest Area Leader for the Business Incentives Advisory Practice. Eric has more than 15 years of experience within the areas of economic development incentives and tax credits, corporate site selection and public/private financing. He has served in numerous economic development and incentives consulting positions including Director of National Business Development for the Texas Department of Commerce, Director of Business Development for West Texas Utilities and most recently as Senior Manager at Ernst & Young. Eric has over 20 years of experience working in the Texas Legislature, having held various legislative and campaign positions for three state senators. He was a founding member of InvesTexas, an association which led the successful lobbying effort for the creation of the Texas franchise tax credits. Eric has since been involved in statutory changes to these and other incentives in subsequent legislative sessions. He is a past chairman of the Texas Economic Development Council and is an active member of CoreNet Global and, the Association for Corporate Growth. Eric holds a BS in Finance from St. Edwards University in Austin and is a Certified Economic Development Finance Professional.

Geoff Haney is a trader for Cape and Son in Abilene, Texas. Cape and Son is a feed merchandising company with a primary focus on trading, warehousing, and shipping cottonseed products and other feed ingredient commodities to the dairy and beef cattle markets in Texas, the Southwest, and the West Coast. Geoff received his B.S. in Agricultural Economics from Texas Tech University. Jess Hewitt - Chief Executive Officer, Gulf Hydrocarbon
Jess Hewitt is Chief Executive Officer of Gulf Hydrocarbon, Inc, the premier provider of biodiesel to the petroleum industry. Hewitt has many years of oil and gas experience in marketing and trading for companies such as Transco Energy, Coast Gas (Now Cornerstone Propane), Hydrocarbon Processing, Equiva Trading, and Enron Energy Services. He served on the advisory board for the New York Mercantile Exchange (NYMEX) propane and natural gas contracts and is currently a member of the National Biodiesel Board. He has published articles on fuel and trading in Oil and Gas Journal, NYMEX in the News, and Propane Vehicle Magazine and has been quoted by the Wall Street Journal, Houston Business Journal, Houston Post, and Houston Chronicle newspapers. He is also a long-time member of the Sports Car Club of America (SCCA) and for many years has served on the SCCA Houston Region Board of Directors and is a former Regional Executive. He has raced in Solo2, Formula Ford, Spec Racer Renault and Spec Racer Ford as well as Formula Mazda in SCCA club races. He has also sponsored and organized professional motorsports events in Houston. Jess Hewitt holds a BS degree in Economics from University of Houston.

Scott Hughes-Director of Governmental Affairs for the National Biodiesel Board
Scott setup and ran the Washington D.C. office of the National Biodiesel Board, spearheading federal regulatory efforts, for the past one and a half years. He previously served as State Regulatory Director for NBB, responsible for tracking regulatory and legislative initiatives impacting biodiesel nationwide.
Scott has a broad governmental affairs background having worked on Capitol Hill, the Missouri Legislature and Governor’s office, as well as in the California Legislature under the Speaker pro Tem of the House.

John Illgen is the Director of Substrate Sourcing and Logistics for Microgy, Inc., a Subsidiary of Environmental Power Corporation. He is a 1980 graduate of the University of Wisconsin-Milwaukee with a BA in Economics. Joining Microgy in May 2006, he has been responsible for developing and executing the substrate sourcing plan for Microgy’s Huckabay Ridge Renewable Natural Gas Production facility. John Illgen’s experience includes 10 years trading fats and oils for Anamax Corporation (now Sanimax).

Jim Karlak - President, SMS EnviroFuels
Mr. Karlak serves SMS EnviroFuels as its President and CEO, and as a director. He also serves as the President and CEO of the Systems Management Solutions, Inc. (Company). As President of SMS EnviroFuels, Mr. Karlak has taken the company through its pilot production start-up phase, to today where it is one of the largest producing biodiesel facilitiesin Texas. Mr. Karlak has over 20 years of finance, operations and senior executive experience, including serving as Chief Operating Officer of Applied Science Fiction prior to joining Systems Management Solutions, Inc. in April, 2004. At Applied Science Fiction, Mr. Karlak created and implemented operating and financial processes for this young start-up company and led internal operations. With an annual budget of $40M, 180 employees and as Board Secretary, he directed the company to the creation of sustainable outsourced manufacturing and service operations. Mr. Karlak successfully raised $13 million in bridge financing, resulting in a successful acquisition of the company by Eastman Kodak Corporation. Mr. Karlak began his career with Texas Instruments ("TI") and held a number of key financial positions at TI. Mr. Karlak left TI in 1985 and joined Shared Resource Exchange, Inc. as Chief Financial Officer. In 1991, Mr. Karlak joined Image Data Corporation ("IDC") as Vice President of Operations. Under his leadership, IDC was sold to E-Systems Corporation which merged with a second medical imaging company purchased earlier by E-Systems and an internal software group to form the new company E-Systems Medical Electronics ("EMED"). Karlak led EMED as President into the high-end hospital imaging network market, as well as military medical applications including systems aboard several aircraft carriers and one stationed in Antarctica. In 2000, Mr. Karlak, as CEO of DynaTouch Corp., moved the company to a higher level through the development and launch of a new medical product line to augment the company's existing leadership position as one of the largest providers of kiosk information systems to the military. Mr. Karlak is a graduate of the University of Texas at Austin, where he received a Bachelor of Arts in Economics, with honors. He received his Masters of Business Administration, also from the University of Texas at Austin, in 1978.

Vance Kemler, Director of Solid Waste, City of Denton
Vance Kemler is currently the Director of Solid Waste for the City of Denton, Texas. Vance has held various operations and management positions in the private and public sector of the solid waste industry over the last 20 years. These include assignments such as Assistant Director of Public Works for the City of Galveston; Operations Manager, Director of Solid Waste Management and Director of Municipal Operations, Gulf Coast Waste Disposal Authority; Landfill General Manager, Waste Management, Inc; and Superintendent of Solid Waste for the City of Lubbock. Vance graduated from Texas A&M University with a BS in Zoology. He has taken post-graduate work in biology at Sam Houston State University, geology at University of Houston, and public administration at University of Houston at Clear Lake. He is the past president and a director on the Board of Directors of the TX Chapter of the Solid Waste Association of North America (SWANA) serving as the representative on the International Board of Directors.

Bob King - President, Pacific Biodiesel
Bob King is the principal founder and president of Pacific Biodiesel, Inc. and owner of King Diesel in Hawaii. Bob has been a diesel mechanic for almost thirty years, and owned and managed King Diesel, his first business, from 1981 until selling it in 2006 to concentrate on the biodiesel business. King Diesel was conceived as a diesel engine service primarily for the marine industry on Maui. Over the past fifteen years, King Diesel changed its focus to sales and service of emergency standby generator sets and became the Maui dealer for Cummins/Onan Generators and Cummins marine Engines. Bob resides on Maui, where he founded Pacific Biodiesel, Inc. in 1996. Pacific Biodiesel, Inc. was one of the first commercial biodiesel producers in the United States and the Maui operation boasts the first retail biodiesel pump in the country. Pacific Biodiesel now owns and operates two biodiesel production facilities in Hawaii – one on Maui and the other on Oahu. Most of Pacific Biodiesel’s Hawaii production is currently processed from waste vegetable oil as the biodiesel plant was first developed by King to help alleviate the dumping of waste cooking oil in the landfill. The story and mission of Pacific Biodiesel, Inc. has been recorded in a feature-length documentary, Revolution Green, produced by an independent filmmaker and has thus far screened at three film festivals, including the recent Maui Film Festival.
Pacific Biodiesel is currently researching prospects for oilseed crop production in Hawaii. In addition to its own Hawaii-based production facilities, Pacific Biodiesel, Inc. has built commercial biodiesel production facilities for clients in Japan, Virginia, Nevada, Pennsylvania, Maryland and California. In July 2005 PB opened a biodiesel production facility in Salem, Oregon of which it is the majority owner and Managing Partner. PB is also the Managing Partner of Pacific Biodiesel Texas, a joint venture with Willie Nelson and friends.
In late 2006 Bob co-founded the Sustainable Biodiesel Alliance, with wife Kelly, biodiesel enthusiasts Daryl Hannah, Annie Nelson and Laura Louie, local attorneys Ed Zwick and Edward Hsi, and Mike Bowman of the 25 x 25 Group. The Sustainable Biodiesel Alliance was created to bring focus back to the original impetus for the biodiesel industry: sustainable, community-based energy production.

Kelly King - Vice President, Pacific Biodiesel, Inc.
Kelly King is currently the Vice President and Director of Marketing and Communications for Pacific Biodiesel. A Maui resident for 27 years, Kelly co-founded the biodiesel company with her husband Robert King in 1996. Pacific Biodiesel was created to help alleviate the disposal of waste cooking oil at the island’s landfill and became the first commercial retail biodiesel company in the . In 2006, together with Daryl Hannah and Willie and Annie Nelson, Kelly co-founded the Sustainable Biodiesel Alliance, a non-profit organization that seeks to develop standards and criteria, as well as verification protocol, for sustainable biodiesel practices. Hard Rock Café has committed to becoming the premier corporate sponsor for this worthy cause. Kelly has held many volunteer positions in the community, including president of the Board of Directors for Hui Malama Learning Center. Prior to that, she was elected and served as the Maui District representative on the Hawaii State Board of Education for four years. She has also been on the Maui County Council of Boy Scouts’ Board of Directors, the Decisions Maui Implementation Steering Committee, the Mayor’s Blue Ribbon Committee, and has been actively involved with many other community projects and organizations, including Girl Scouts, Montessori of Maui, and coordinating three public playground construction projects.
Kelly’s current project with Pacific Biodiesel involves developing an expansive project to test biodiesel fuel crops in Hawaii. To this end, she helped create the Biodiesel Consortium of Hawaii, an informal working group which has brought industry, researchers, local agriculture interests and government entities together to share ideas and support mutually beneficial efforts. In addition, working through Clean Cities, Honolulu, Kelly was recently instrumental in securing an EPA grant to test selected crop species for their biodiesel potential. Other marketing successes of late include Pacific Biodiesel’s inclusion in an October 2006 Time Magazine article on recycling and the recent openings of biodiesel pumps at two Union 76 stations on Oahu.

Kurt Lyell - Co-Founder & Mechanical Engineer, Austin Biofuels
Kurt Lyell is a co-founder of Austin Biofuels, a mechanical engineer, and a resident of Austin, Texas. He has been involved with biodiesel production, manufacturing, and distribution for five years, and has worked in several ISO 9000 working environments including: the Trane Company, Motorola, Applied Materials, Hyundai, Advanced Micro Devices, and Freescale Semiconductor. Kurt is a member of the Society of Automotive Engineers.

Dr. Jaime Malaga - Dept. of Agricultural & Applied Economics, Texas Tech University
Dr. Jaime Malaga is Associate Professor in the Department of Agricultural and Applied Economics at Texas Tech University. His area of expertise includes agribusiness marketing and international trade. He is the Texas Tech coordinator of the Center for North American Studies. Dr Malaga’s current applied research includes the analysis of food/agricultural trade with emphasis on the impact of international trade policies/issues on domestic and global cotton/textile, feed-grains, and meat/livestock sectors. A graduate from Texas A&M University, Dr Malaga has previously worked as project coordinator for the Texas Agribusiness Market Research Center (TAMRC) in College Station and has conducted consulting work for the World Bank, USDA, and agribusiness corporations in several countries.

Bill McCutchen - Deputy Associate Director, Texas Ag Experiment Station, Texas A&M University
Dr. Bill F. McCutchen began his new role as Deputy Associate Director of the Texas Agricultural Experiment Station within the Texas A&M University System in April of 2006. McCutchen, a native Texan, currently facilitates oversight and direction of research programs across the Experiment Station. His mission includes the development and implementation of strategic research initiatives across biological sciences to include the facilitation of university and industry relationships. McCutchen also works closely with the Office of Technology Commercialization to facilitate the development of intellectual property from research and development across Texas A&M Agriculture. McCutchen earned his bachelor’s in 1987 and master’s in 1989, both in entomology, from Texas A&M University and was awarded Texas A&M’s Distinguished Graduate Student Research Award in 1989. He received his doctorate in entomology from the University of California–Davis in 1993 and was awarded the Young Scientist Award from the American Chemical Society in 1992. McCutchen comes to the Experiment Station from DuPont Agriculture & Nutrition, where he was named a DuPont Research Fellow in 2002 and oversaw crop protection research and development across both agricultural biotechnology and chemistry programs. He has been granted and retains over 30 patents and pending patent applications. As DuPont’s herbicide product champion, he is credited with providing the vision, innovation, and leadership that has propelled a new generation of dual-herbicide-tolerant transgenic crops, including corn, soybeans, and cotton, and a new-generation weed-management solutions trademarked as Optimum GATTM. In addition, he provided research leadership, coordination, and fiscal oversight for development, evaluation, and commercialization across a global platform of university and industry scientists, regulatory agencies, and stakeholder groups.

John Wayne Messer is the President of Casabra Consulting, Inc. and is the Vice-President of Membership and a Director for the Biodiesel Coalition of Texas. John has over 6 years experience in business intelligence and decision support systems and has worked for clients such as Shell Chemical, General Electric, the EPA, and ERCOT. John has served as the President of Big Daddy's Biodiesel during the initial phases of the project in Hereford, Texas. Dr. Travis Miller has served as Associate Head and Extension Program Leader for the Department of Soil and Crop Sciences since February 2001. He is active in applied research and educational programming in soybeans, oilseeds and biofuels. He served as State Extension Specialist for small grains and oilseeds from 1982 through 2001 after having served four years as an area agronomist based at the Weslaco Agricultural Research and Extension Center.

Roger Mitchell - President, Texas Gas Service Company & Chairman, Austin Chamber of Commerce
Roger N. Mitchell is president of Texas Gas Service Company, a Division of ONEOK, Inc., a post he has held since January 2003. Mitchell has been in the natural gas business since 1978. Prior to his present position, he was vice president, Eastern Region for ONEOK’s affiliate Oklahoma Natural Gas Company. He has 28 years experience in gas distribution management, operations, customer services, communications and marketing. Mitchell, 55, is Chairman of the Greater Austin Chamber of Commerce. He also serves on the board of directors of Caritas and is a member of the Real Estate Council of Austin (RECA). He is a member of the American, Southern and Texas Gas Associations. He is past Chairman of the Board for Tulsa Senior Services and has served in board leadership roles with the Ponca City Chamber of Commerce and the Will Rogers Chapter of the Boy Scouts of America. He has served in leadership positions for the Tulsa Area United Way and the Metropolitan Tulsa Chamber of Commerce funding campaigns. A native of Muskogee, Oklahoma, Mitchell received his bachelor’s degree in journalism in 1973 from the University of Oklahoma, where he also did postgraduate studies. He is a graduate of Leadership Oklahoma, Leadership Tulsa and the Executive Education Program for the Gas Industry at the University of Colorado. He is married with two daughters and two grandsons; he and his wife, Nancy, reside in Austin, Texas.

Stacy Neef - Coordinator, Central Texas Clean Cities
Stacy Neef is the Coordinator for the Central Texas Clean Cities promoting and advancing the use of alternative fuel and vehicles for fleets in Central Texas. She has held this position for six years. The Central Texas region includes Bastrop, Caldwell, Hays, Travis, Williamson Counties and Ft. Hood, Texas. In partnership and oversight with the State Energy Conservation Office, Clean Cities is a Dept. of Energy program designed as a grass roots effort to decrease our nation’s consumption of foreign oil through public-private partnerships. Central Texas Clean Cities works closely with stakeholders and other Clean Cities programs to bring educational opportunities to public and private fleets, alternative fuel and related businesses. Since 2001, stakeholders in this coalition have been recognized for fleet participation and advances in alternative fuels. Some of the stakeholder accomplishments include Propane Fleet Awards: Texas Department of Transportation, City of Austin, Capital Area Rural Transit System, Schwaans Delivery Service. Propane International Partner of the Year: CleanFUEL USA. Natural Gas Vehicle Coalition: the United States Postal Service, for advancement of Natural Gas in their Austin Fleet. Austin Biofuels has been recognized for developing relationships to bring B20 to over 20 Signature/Shell convenience stores in the Austin area. All sites are public access. DOE/Clean Cities Partner of the Year: Texas State Energy Conservation Office. In 2002 the Coalition was awarded the DOE Legal Eagle Award for helping to develop the Texas Emissions Reduction Program. In 2005, Stacy was awarded the DOE Central Region Coordinator of the Year Award.

Fred O'Connor - Mayor of Oak Ridge North & Director of BioFuels Power Corp.
Mayor Frederick Reed O’Connor is a graduate of St. Thomas High School, Houston, Texas and University of Notre Dame. Fred and his wife of 40 years, Patsy, and their three children settled in the city of Oak Ridge North. Mayor O’Connor was elected to his position four years ago and prior to that was a city counsel member for eight years. He serves on the board of directors for Town Center Improvement District in The Woodlands, Texas on their executive committee and serves as their treasurer. He also holds the position of Director of BioFuels Power Corporation. Biofuels is the company that produces “green” power to the residents and business’s of Oak Ridge North. In the future he is developing a plan to convert The Woodlands, Texas to “green” power, The Woodlands is one of the fastest growing planned communities in the country. In his spare time, Fred is on the Board of Directors of The Woodlands Kiwanis (community service organization) where he chairs the local elementary mentoring program and works with the club on the annual Special Olympics program.

Dr. Joe Outlaw - Professor and Extension Economist, Dept. of Agricultural Economics Texas A&M
Dr. Joe Outlaw is a Professor and Extension Economist in the Department of Agricultural Economics at Texas A&M University. His applied research and extension education activities are in agricultural policy and risk management. In Extension, he currently serves as the Co-coordinator of the Financial and Risk Management (FARM) Assistance program that provides one-on-one strategic planning and feasibility analyses for farmers and ranchers. This program has assisted over 400 Texas producers with strategic planning for their agricultural businesses. In addition, Dr. Outlaw has state-wide responsibility for Extension programming in agricultural and food policy.
Dr. Outlaw also serves as a Co-Director of the Agricultural and Food Policy Center (AFPC) in the Department of Agricultural Economics. AFPC works with the Agricultural Committees in the U.S. Congress to evaluate the potential affects of agricultural and food policy proposals.

Jeff Plowman is president/co-founder of Austin Biofuels, LLC and vice-president/treasurer of the Biodiesel Coalition of Texas (BCOT). Mr. Plowman has been involved in biodiesel related issues since 2000 and has worked in all aspects of the business from feedstock procurement to product placement. Currently, he is working to develop new Texas based feedstocks for biodiesel production. He holds a B.A. in Geography from The University of Texas at Austin.

Allen Regehr - TX Dept. of Agriculture, Director of Ethanol & Biodiesel Production Incentive Program
Allen Regehr was born and raised in Kansas and moved to Texas in 1985. As the saying goes, he got here as soon as he could. Allen received his BBA degree from Emporia State University located in Emporia, Kansas. He transferred to Texas to accept employment with the Farm Credit Bank of Texas as a Senior Credit Officer and was with Farm Credit for 16 years. Allen's career with the Texas Department of Agriculture began in 1996. He was and still is involved with the financial programs of the Texas Agricultural Finance Authority. In May of 2006, Allen was named the program administrator for the new Fuel Ethanol and Biodiesel Production Incentive Program, which is commonly called the Biofuel Incentive Program. Allen is married and has a son currently attending Baylor University.

David Reed - Fuels Tax Policy Analyst, Texas Comptroller of Public Accounts
With fifteen years of state government, David Reed has spent the last seven years specializing in fuels tax policy. He began his career at the Comptroller’s office with tax collections in the Automated Collection Center. Then, in 1994, David moved to Tax Assistance where he specialized in Sales tax, Franchise tax, and Fuels tax and taught classes to the new employees. As a Fuels Tax Policy Analyst, David provides help and assistance by answering policy questions by phone and e-mail. He answers many biodiesel questions and has written many letters dealing with biodiesel license requirements that are available on the Comptroller’s State Tax Automated Research (STAR) system for public viewing. He works with various groups including agricultural cooperatives throughout the state of Texas. He trains and updates staff within the Comptroller’s office on fuels tax policy issues, analyzes legislation, and speaks to various groups. David participates in organizations such as the International Fuel Tax Agreement (IFTA) and the Federation of Tax Administrators (FTA). In 1976, David received a Bachelor of Science degree in Animal Science from Texas A&M University. He also served in the Texas A&M Corps of Cadets for four years. David lives in Austin with his wife. He enjoys Aggie sports, Spurs basketball, and spends his spare time on their 200-acre ranch in Caldwell County.

Kathy Shugart has 29 years experience in the fuels & lubricants industry. She began her career with Hermar Oil Company where she spent 8 years as Administrative Assistant before Hermar was acquired by Threadgill Oil Company. She spent 10 years with Threadgill Oil as their Operations Manager and outside fuel and Mobil lubricants Sales Representative.
Triple S Petroleum bought Threadgill Oil Co. in 1995 where she continued as an outside Sales Representative for their fuels division and began marketing various brands of lubricants for their sister company, Allied Sales.
In 1999, she was promoted to General Manager of the fuels division at Triple S Petroleum where she has been an integral part in the growth of the company, helping to make them one of the largest fuel distributors in the area.
Triple S Petroleum began processing, blending & distributing Biodiesel in July of 2005. They now have 31 retails locations for consumers to purchase blended biodiesel, making Austin the number one city in the nation for retail availability, as reported by the National Biodiesel Board in a July 21, 2006 press release.

Jake Stewart is Vice President of Strategic Development for Organic Fuels. Stewart has been involved with the biodiesel industry for over 7 years and recently completed work on the world’s first renewably powered biodiesel production facility in Denton, Texas. Stewart holds chairs in the National Biodiesel Board's technical and regulatory committees and has received national recognition for his contributions to the growing industry. He is a founding member of the Biodiesel Coalition of Texas (BCOT) and has been very active in Texas regulatory affairs on behalf of biodiesel. He has an advanced background in renewable energy technologies including fuel cells and renewable Hydrogen production. He holds a Bachelors of Science from Texas A&M University, a Masters of Science from UNT and is currently a PhD candidate with a research focus on renewable fuel development and implementation. Organic Fuels is a renewable fuels company based in Houston. The company remains one of the largest producers of biodiesel in the country and is BQ9000 certified for quality. OF is active in the emerging sector of bio-ethanol and has licensed and developed third-generation biomass to bio-ethanol technology. As VP of Strategic Development, Stewart is focused on vertical integration and the development of a fully sustainable and profitable renewable fuels model. Ed Swinderman - Vice President of Sales, BioSelect Fuels
Mr. Swinderman brings many years of experience in process engineering, purchasing, sales, and business management in the petrochemical and refining industries to his position with BioSelect. Before joining BioSelect, Mr. Swinderman led ethanol sales for Vertical North America. Swinderman has also held positions as the head of Jim Jordan & Associates (JJ&A) Fuels Services operations, and working in the methanol/MTBE business centers for Arco and Lyondell. Mr. Swinderman recently presented papers on the U.S. supply and demand for the domestic fuel ethanol market for the National Ethanol Conference and for OPIS (Oil Price Information Service). He has authored more than ten single and multi-client studies on ethanol and MTBE. A member of the U.S. Council of Advisors, Swinderman has consulted on ethanol supply and demand in the U.S. and around the world. Mr. Swinderman is a licensed Professional Engineer in the state of Texas. He holds a bachelor of science degree in Chemical Engineering from the University of Dayton and a Masters Degree from Lamar University.

Prior to the formation of Green Earth Fuels, Mr. Trucksess was an alternative energy lobbyist in Texas, served as a consultant to the National Biodiesel Board on Texas-specific regulatory issues, and provided regulatory and governmental affairs consulting to the biodiesel industry. Mr. Trucksess has served on several industry associations including a stint as the Director of Fuel Cells Texas and the Energy Storage Coalition of Texas. Mr. Trucksess also has had significant experience working with state legislatures and regulatory agencies in numerous states including Texas, California, New York, New Jersey, Washington, Oregon and Washington, D.C. Mr. Trucksess is also the Vice President of Regulatory Affairs for the Texas Biodiesel Coalition of Texas.

Steven Westbrook - Principal Scientist, Southwest Research Institute
At SwRI, Mr. Westbrook has been involved in standardized and non-standardized testing of petroleum fuels and lubricants. He has extensive experience in distillate fuel quality, fuel stability testing, laboratory test development, technical liaison in fuel-related field problems, and development of field-tests for diesel fuel stability and cleanliness. He has conducted research on fuel stability additives, diesel fuel-degradation reaction mechanisms, and the effects of fuel container surfaces on fuel quality. He also has extensive experience with fuels from alternative sources, especially fuels for diesel engine applications. He is the current chairman of ASTM Subcommittee D02.E on Burner, Diesel, Marine and Non-Aviation Gas Turbine Fuels; and Chairman of the International Association for Stability, Handling, and Use of Liquid Fuels. He is a past chairman of ASTM Section D02.E.05 on Fuel Stability and Cleanliness, Section D02.09.A on Oxidation of Motor and Aviation Gasolines, and Section D02.09.B on Oxidation of Middle Distillate Fuels. He assisted in the development of a fuel system design guide and a Guide for Storage and Handling of Fuel Oil for Standby Diesel Generator Systems. He conducted studies of the application of advanced analytical methodologies for in-the-field analysis of fuels. Specifically, on the use of near-infrared spectroscopy for estimation of fuel properties and the use of portable test devices for fuels analysis. Recent work has involved studies of biodiesel oxidation and oxidation test methods.

Ben Weinheimer-Vice President for the Texas Cattle Feeders Association (TCFA)
Ben Weinheimer works with cattle feedyards to resolve specific regulatory issues and is responsible for several of the association’s service programs, including the Beef Safety and Quality Assurance Program, Employee Safety Services Program, Environmental Services Program, and the USDA-approved Quality Systems Assessment Program for age and source verification of export cattle. In addition, he is responsible for the association's research programs and funding. He joined the TCFA staff in July 1995 as regulatory manager and was named vice president in March 2006. Weinheimer grew up on a diversified grain and livestock operation near Groom, where he still lives. He graduated in December 1994 from Texas A&M University with a bachelor's degree in agricultural engineering and is a licensed professional engineer in Texas, New Mexico and Oklahoma. Ben is currently serving as Chair of the Texas Section of the American Society of Agricultural and Biological Engineers. Since 2005, he has been a member of the Panhandle Water Planning Group…addressing water supply and demand issues for the Texas Panhandle. In 2006, he was appointed by Secretary Mike Johanns to USDA’s Agricultural Air Quality Task Force to advise and make recommendations to the Secretary of Agriculture.
